Screwed up front bumper cover gap

I took the front bumper cover off to replace the horn and adjust the fog lights etc. Yeah I am stupid. When I put the cover back into place the gap between the fender and the cover isn't right. What did I do and what can I do to fix it? Thanks in advance for your help.

The circled part is supposed to be below the bumper cover. That's what gave me problems when I put mine back on anyway. I had one side right but not the other and it wouldn't line up right.

Yeah that part is under the bumper cover. I am going to have to pull everything apart again to see what I screwed up.

The only other thing it could be is the tabs on either side of the headlight.

FYI: To adj the fog lights you do not need to take the wheel well cover off. There is a small opening that the torx screwdriver will fit through to the adj screw. Shine a pen light in and you will be able to see it. (at least on my 08). Makes things much easier but some like doing things the hard way. The opening is in the bottom looking up towards the back end of the fog lights.
