The top nut came right off with my impact gun. Bottom shaft spun but you can grab the inside of the stud with an open end wrench or vise gripes. right side is same a left. Top and bottom nuts are 18MM (FYI)

Aside from the annoying 'clunking', what would be the result in just leaving these on?
