Hello and welcome. The HHR would be a good car for your daughter! Does well in crash ratings :)
I have a 2011 with a 2.2 my avg mpg around town is 26.4 winter and now 28 mpg summer gas.. I also live rural so very few stop lights
The nice thing with the HHR is it is a traedy car like the Scion with young people , the low price and style gives them many options to dress them up! :)

In the 115,000+ miles on my 06 LT1 w a 2.4L auto, my average has been a tad over 30 mpg, but I also do a lot of highway driving on cruise control as much as possible, keeping to the speed limits.

You can't go wrong with the HHR, they have their quirks, but compared to a Vibe they are twice the vehicle.

Here's an old thread on gas mileage, it goes back almost six years, but you'll get a great sample of average fuel economy.

P.S. its a long thread, enjoy.

I got 28 average today...But I was following large trucks as much as possible. Wanted to see how it would do, taking some pressure off the visor. Seems to help, since the average on the prior 6 tanks was 24.5. Four mpg is a lot, but I like looking at it...

At one point the 2.2 DIC hasnt been reset in 4 years..read 33.....the SS varies..on other coast was getting solid 28 to 32..on theleft coast around 25-26...use everybodies avg as a guide..it all depends where you live..I dropped since coming out west because of all the hills..back east it was fairly flat. It works harder here even though its more hwy...
