07 HHR no crank sometimes

I just got back from charging the battery to 13.2 volts. Car still has no fuel pump and still no crank. Proper voltage at starter. Both wires. The fuse box before i got the car had some minor damage around the cigarrette lighter fuse under hood. Melted a bit. Never was a problem before. I loosened the fuse box bolts. Wiggled the fuse box gently and reseated it and tightened the bolts. I now have no power to anything at all anywhere in the vehicle. All fuses and relays are seated correctly. Is there a ground wire under the fuse box that may have been weak or broken and me moving the box a little bit might have finished it off ? Im lost now.

Also yes i tried known working relays in the run and crank relay spots. Same thing. Just a click when the key is turned.

I enjoy being ignored.

The relay clicking doesn't maker any difference if the power is not being transmitted! It just means it is getting energized.

My apologies. I tested the starter and it works just fine. Basically everything in the car works just as it should. Except the fuel pump and starter. The few times i got it to start i immediately heard the fuel pump kick on when the key was in the on position before cranking. Also the dash didnt read any errors. Now the error is airbag and the fuel guage still doesnt work and the car wont crank. I swapped the run and crank relays. Still nothing. Just a click. The starter does not get power when the key is turned. However when i apply power directly to it then it spins. I would appreciate any more ideas or help. The battery is still at 13 volts as well. Which isnt bad considering its 20 degrees farenheit.

Long shot here- check the grounds to the body/frame back by the battery and in the engine compartment. Some ECM outputs are to ground instead of switching the +12v. I haven't had this issue specifically on an HHR, but I have had it on other GM cars. Removing, cleaning the terminal and attachment point, and retightening may do the trick.

Gonna go try a couple ground attachments that i havent tried yet. I have tested the ground by the top of the radiator and the one on the transmission. Both checked out fine. I believe their is on on the block and under the alternator and one up by the fuel rails. I will check them. The issue with the one under the alternator is i cannot get to it without removing the alternator. I have assumed since the alternator is grounded according to my multimeter that the ground there is fine. I dont like assuming though. Had none of these problems until someone slid on snow and crashed into me.

I don't see if you checked your recall status. Are you really going to do all this work without checking?

It seems this is the most probable answer for my problems. The fuel pump not running when the key is on followed by the starter not working makes me believe it has to be the ignition switch. Is there a way to use my VIN number to see if my ignition switch has been replaced ? If it has how big of a job is it and can it be done without any reprogramming ? Thanks for the help.
