Could be the wife grabbing the wheel while whining.
Could be rack & pinion.
Could be LCA bushings.
Could be a rock under a tire.
Could be a dying EPS motor.
Could be tie rod ends.
Could be bad wheel bearings.
Could be ball joints.

I can't think of a part that would produce a whine.

The EPS motor is up under the dashboard, where is the whining noise coming from?
I can’t put a whining noise to any of the front end parts, except possibly the hubs, and or brakes.

Yes...maybe...or something else.
You should give a better description. Like the when, how and where the noise is occurring.

I am not an expert in electric power steering, but I am a little familiar with electric motors.
The abnormal sound in the electric motor comes from the bearings 90% of the time. This also explains the uneven performance.
I would venture to suggest that the bearing (bearings) have worn out due to: rust, pollution, lack of lubrication, poor-quality assembly, and some other reasons.
An autopsy will reveal ...

There are fake parts. I don’t know about the USA, but in the whole other world this is a common phenomenon. If the amplifier motor has been replaced in the past, it is possible to install a low-quality product that dies out slowly.

Shecky,
Please do an internet search on 'electric assist power steering'.
This will help to familiarize yourself with how this system works and may redirect your questions.
As for the steering rack being "programmed", NO.
It is not a computer, just a mechanical device.
