16" wheels would make it a 1LT. Those had the 2.2 standard and the 2.4 was optional. Does it have the factory chrome tip? That is another give away. The 2.2 didn't have a tip on the tailpipe (unless that changed that after the 06 model).

Odds are, this is indeed a 2.2.

But there are several on here with 2.4 manuals.

Girlfriend and I each own a 2.4 manual

The 2.4 engine was optional on 1LT and standard on 2LT. Manual transmission 2.4 liter 2LTs have always been rare. I believe they had to be special-ordered. My 2007 and girlfriend's 2006 each are 2LT, manual transmission, with sunroof and heated leather seat options. My research suggests that the automatic was made "standard" on 2LT from 2009. Apparently, 2.4 engine 2LT with the manual coexisted for 2006-2008 only. I am not aware of any option to delete the automatic transmission, and a search I did on autotrader.com for 2009 and newer manual transmission HHR LT yielded only 1LT specimens. A 2009+ 1LT with manual transmission and the optional 2.4 is theoretically possible, but would be extraordinarily rare. As mentioned above, for performance the SS is the only place to go for a manual transmission after 2008. The performance rung under that, 2.4/manual, was "kicked out" after 2008.
