I'm guessing that because of possible changes to structural integrity and the elimination of some safety items required by federal law. It still has to meet all federal safety/emission standards for that model year to be street legal.

The "Year One" HHR shows up for sale on occasion, of course it's not street legal but somebody should make a sweet drag car out of it....

True, but people expect that to be sporty, because it looks it. HHR's are not so much designed around that.

Puttin a v8 into a HHR, would definately cost big bucks, real big bucks, and the downside, you would play hell getting it reqisterd in any state for street use.
Would probably make a neat drag car, but the aero might be a little wicked on the top end.
I've fantasied myself about having a v8 SS, but thats as far as it gets. Not doable in this time, due to regs.
The HHR is definately unique, as far as looks...but it sure isn't a race car, by any standards. It's quick for a four banger, but with the platform it's built on, can't go very far with horsepower due to the fwd design, and the cheap parts installed. anything over about 340 HP, you'd be chasing your tail, and spending a lot of money on broken parts.
I heard lots of stories awhile back about, gonna do this, gonna do that, but have'nt seen any pics. or figures on their build. Kinda think they ran up against the wall, and broke stuff, and don't want to talk about it.
If the laws and regs wre different, I'd have a wicked small block in my SS, just for grins on my part, and frowns on others. Just not doable nowdays. "Moon"
