Can't see my dash in daylight.

I can see everything fine at night.
While driving into bright sunlight the gauge cluster is shadowed and hard to read.
The DIC is unreadable.
I have turned DRL off by removing fuse 31.
I was thinking of adding a few strip leds to the ledge in front of the speedo to brighten things up.
Has anyone else had this problem?

There is a brightness control on the dash above the radio, is that turned all the way bright?

Did it work properly before you pulled the fuse?

Fuse #31 might also have an effect on the dashboard illumination at the dimmer switch and the light sensor on the top of the dash

The dimmer is all of the way up.
The light sensor still works with the fuse pulled.
The lights will turn on if i am in the shade.
The headlights will turn on automatically at night.
The problem is that when I am driving into the sun the gauges are covered in shadow and are hard to read.
The dash lights are not on because the headlights are off.
Turning the dash lights on does not help.

Yep. Can't see the dash/instrument cluster on my SS either when facing sunlight. Or my Dodge truck. Or my wife's Hyundai. Or even the little DIC on my Cub Cadet mower !
I just wait till I'm pointed in another direction to try to read the dash. Or use my hand as a shroud.............

I think you answered your own question. "The dash lights are not on because the headlights are off"

Why are you afraid of the DRLs? If you put another layer of tinfoil on your hat, it should be ok to put the fuse back in.
