Catalyst/EVAP not ready for over 3,000 miles, want to get remote start to work

'06 HHR 176k miles 2.4L

My car is supposed to have RVS but I have never been able to get it to work. I do the three lock presses then hold the start button and the lights flash once but that's it. I believe this is due to the EVAP/Catalyst monitors not being in the "ready" status. It's been over 3,000 miles and at least 2 months since the battery has been disconnected and all other monitors are ready. Is it possible to just take to the dealer and see if they can force the tests to run? There is no CEL and all exterior lights are OK. I have the AP3 code and the DIC has a remote start enable/disable option.

I found this link General Motors Driving Cycle but I've already done these instructions multiple times. Is there a different cycle for the 2 not ready monitors?

Drive cycles are bogus. Just a couple of days normal driving should do it.
Are you absolutely positive there are no codes pending or current?
A dealer will immediately want to sell you a new "computer", that won't fix anything.
Have you ensured that the hood latch is switch is working?

Good idea on the latch, I honestly don't remember if it ever said "Hood Open" on the DIC but I can check when I get home from work unless our cars don't do that. No pending codes this car has never had the CEL on since I bought it. The light itself does work though. Scan tool says no current/pending/permanent codes.

I've tried that sequence still no go, brake/tail lights are both functional and double checked to make sure it was enabled in DIC.

The switch in the hood latch is 2 switches; 1 for "hood closed" and 1 for "hood open". 1 connects to ground when open the other connects to ground when closed. The closed switch needs to work or the RVS won't.

Common causes are frontal hits that were not repaired correctly because nobody thinks about the switch. Or, just misalignment.

Don't need the second lock button press, just lock button once, then start button for a few seconds.

For clarity, the 2006 owners manual.
section 2 page 8

My 2007 required the doors to be locked and the horn to beep, my 2011 doesn’t have the RVS

That could be, though I have never seen one that required the 2nd press or the horn sound in the dozen or so GM vehicles I have owned. Could have been a programming feature.

This is copy and pasted from your manual, so no second press needed, from page 2-9

Press and release the transmitter’s lock button,
then immediately press and hold the remote
vehicle start button for four seconds or until the
vehicle’s turn signal lamps flash. The vehicle’s doors
will be locked.
