Yeah I seen on overhauling how used them and they did it on dodge mag. It looked really cool.

De-Chrome-ing

Well you might try using a real fine media to sand blast it, this would take the chrome off the plastic part with out damaging it, I try to stay away from chemical strippers as they tend to soften the plastic. This way you will give the paint some "tooth" to bite on the stripped parts and the paint will hold better and if you can bake the finish say in an auto paint spray booth that will help harden it even more.
