Remote fobs are easily available on eBay for $20 or less. You'd still have to pay the dealer or a locksmith to program them, but it would be a lot cheaper all together. My understanding is that it's not possible to program the remote yourself in the HHR.

Your dealer should replace the remotes under warranty. This happened to me and I found that the remotes are notorious for the battery clip breaking, which my local dealer acknowledged.
