The fact that some work means it does work. Sometimes they just wear out. 99% it is the pads.

makes sense. I did take the fob apart and tried jumping the metal contacts on the pc board...nothing on the unlock. I have to get at least one new fob and key anyway cause only got one. Probably buy two more fobs and keys and go get em linked to the car. How many ignition keys will HHR let you program again?

There are 10 slots for keys.
If the recall has been done I would figure 4 are used.

There are 4 slots for fobs at any one time. All are erased when you add 1. Unlimited separate fobs only 4 at a time.
Dorman makes a kit that includes a module that can program FOBS. The after market fobs that come in the kit are not always good, but it works with Genuine GM.
Dorman #13736, I think.

been raining here all day so cant do much...but i took another look at the one and only key/fob i have. Closer look at the contact for the unlock revealed not to be so good. So as a test i put some aluminum HVAC duct tape over the contacts. Lock and unlock now works every time....even remote start worked a couple of times (the car has some light damage to nose of the hood that might be effecting the latch switch).

So,...looks like a new fob case be in order and 2 new complete fobs, then some keys

Key fob still working excellent.
Question about remote start....after the car is locked by the fob, i can press and hold remote start and the car will crank.....i can repeat....2x.... then it wont crank again for X amount of time then i can unlock it and lock right back with fob.....same thing, 2X....is that normal?
