Front inner fender felt/wool 'stuff'

Front inner fender felt/wool 'stuff'

Any thoughts as to -WHY- GM installed these grey wool chunks of junk onto the fender well liners?
The ONLY horrible rust symptom my car suffers from (other than the fuel/evap lines (fixed) is a hole in the front passenger fender, down low, just in front of the door/fender seam.
When I took those plastic liner parts off, I found that felt/wool was holding water in a MAJOR way, and directly attributable to the rust hole-damage.

I'll be pulling the inner fender on the driver side too, and stripping that krap off and feeding it into the waste can. Total waste of effort on GM's part.

Mine is 13 years old, I live in rust belt, no corrosion in the front fenders, yet!

you can see it plain as day when you open the door and look through where the hinges are....

It shouldn't have got wet, you should figure out why it did. You might not like the road noise if you throw away the insulation.

The rust I see 1st on HHR’s is the door bottoms and the gas cap area. I would love to hear opinions on the best way to address the latter.

I drilled an 1/8 hole under the weatherstripping at the rear doors and squirted fluid film into the rear 1/4 panels. It has held off the tin worms for the 5 years I’ve owned it.
