What maybe only in your city, I have never heard of being towed for not having a front license plate. There are to many factors for not having a front license plate. It could be damaged or waiting for a bracket, number of things.

My dealer put his "advertisement plate" in an OEM holder on my front bumper. I removed it, drilled out the holes to 1/4" and bought 4 black plastic plugs at ACE hardware and put them in the holes. The two in the glossy part of the bumper are barely noticeable, the two in the textured lower part you have to get right down there to see them.

Then peeled off his ad from the liftgate.

My holes are under the car and can not be seen at all. They also are very small.

Well i have an answer to my problem. The dealership just called me and said they'd install one for free if I bought it from them. They were gonna charge me around $50 for the bracket until I said something about going to a competitor's lot and could get one for $20. When I told them that, their tune changed really quick. Not to mention I wrote them a $13000 check for the HHR. They better be able to give me a bracket that cost them maybe $5 to make
