In 1983 I put a Vega body on a 73 Scout and it was a hassle to register. I used the stock bumper height but Federal laws cover headlight and tailight height. I was 1" too high so I let enough air out of the tires to lower just over 1/2 inch because they measure to the nearest inch. Technically, at that time in Wisconsin, any alteration to the suspension of a vehicle required a Wisconsin DOT inspection. Lots of people put lift kits in trucks without getting them inspected and some got caught.
Wisconsin issued a new VIN number and plate. This made it a one of a kind and exempted it from emission rules at that time. I carried liability only on it. I could have put comp and collision coverage on it for a set amount per $1000 of value but it wasn't a show vehicle. I used it to plow snow.
I don't know how today's laws would affect things.
