Yes in the tank
But why do you want to change just the filter?
It's in the pickup bowl inside the white plastic piece
Here's a how to

The engineers have finally lost it
I would like to meet the engineer at GM who designed this car and see how he likes dropping the fuel tank to replace a fuel filter this is insane I have a 2010 HHR 130K miles on it so far I have had to replace control arms sway bar links struts evap purge canister Intake and exhaust sensors camshaft position sensors new coil packs 1-4 including plugs Now a Fuel Filter stuffed inside the fuel tank OMG my mechanic is loving me Im about to sell this ride and get something more relaible

Yes.Sell it and get something else that has it's own set of maintenance issues. All brands/cars have their own list of parts that wear out. There is no trouble free car made.

Why replace the fuel filter as normal maintenance? Whoever is saying that is required is ripping you off. You could look at the schedule in your Owner Manual (get a digital copy via the link in my sig).
If you guy actually replaced the cam SENSORS he ripped you. why replace all 4 coil pacs (rip). Plugs get replaced at 100,000 if you use the correct plugs.
Sounds to me like you have a mechanic problem not a design problem.

Amen, a weasel mechanic is the worst.
My 1988 GMC had the same style fuel strainer sock, never replaced it in the years I owned it at 565,000 kilometres
and 10 years later the new owner still hasn’t had to drop the tank.
My my brother in law has a 2005 Equinox, his weasel mechanic keeps telling him the drive shaft needs new u joints, to the back axle, I had a look under the car , hmmm , what drive shaft , it’s a FWD not a 4X4 !! He was still charged $375.00 for those ghost parts.
