The old school method was simply to put the big end of a baseball bat between the tire and fender edge and slowly drive the car forward and backward rolling the bat along the inside of the fender to roll the metal up and back using the pressure of the wheel pressing against the bat (along with holding the bat at the right angle). This is done slowly and carefully to avoid wrinkles in the body metal.
Newer cars may not work with this method due to the plastics used in the body and fender wells.

Check out Eastwoords web site, they have a killer tool for this and its not super over priced... Most import hot rod shops will do it for about 100 bucks here in sacramento, doesnt take to long to do a quality job... I remeber seeing a how to on the cobalt forums I will look for it and post it if I find it.. Good Luck
