I believe that there was 2 issues. There were broken bits inside of the switch that may have possibly made a loose connection that caused the issue of both lights going out but the bigger more frequent issue was the drivers side light cutting out. The previous repair was the black wire around the mid wheel area that eventually led to the middle wire on the 3 wire headlight socket.

All the wiring going to the switch appeared to be in good. It also appears that there was minor damage to the front at one point that was never reported on the carfax report. I'm the second owner of the car and the first owner was very old and he had another car which was in an accident so that may have been the cause of the wire in the front but I have read many reports of faulty switches. Other than those I'm not sure.

 

That is the ground. You better check the passenger side too, The have different ground points.

Now I have no idea what they were trying to do.
