Welcome to the site, the OEM remote is programmed by the dealership or a locksmith.
An aftermarket remote should come with a program tool.

I agree take the flob to your dealer, the key's are a breeze, but the fob is best left to the dealer unless you own and understand the use of the Tech II, some say their dealer will program it for free, it cost me 35 bucks,, well worth it I thought.

This thread is from 2017, doubtful that you will get accurate information in a response, as many dealerships don’t even use the the old obsolete scan tools.
And on a side note, please type in the correct year of your HHR, you don’t have a 2002, you have a 2006! Thank you.

I have no idea how or why I even ended up replying to this thread in the first place since, as someone pointed out just now, it's from 2017. I'll make an original post tomorrow and see what I get back. Thanks.

I'll just get the Dorman with the programming unit. True, their remotes may not be quite the same as OEM quality, but I'm pretty sure it had a Dorman previously, and the range indeed wasn't great, but it worked fine other than that. Thanks for the answers.
