Some states allow you to collect extra money (from the driver at fault) for the reduced resale value due to the accident being on record.

You may want to look into this.

He would only have a "blemished title" if the insurance company 'totaled' the HHR and he kept the salvage. They didn't. They apparently paid for the repairs.

I know how you feel in 1956 I bought a 1956 Porsche Speedster there was a 3 year waiting list pulled some strings and didnt have to wait had it 3 weeks a drunk hit me head on it was totalled but could nor get another one it took 2 guys 3 1/2 months to repair and was perfect. correction 1 1/2 year waiting list.

Yes, I have. Used them in fact. Got zip.
You're confusing 'records' of accidents with DMV titles.
A 'record' of an accident has nothing to do with the vehicle's title, unless the vehicle has been reported to the state's Motor Vehicle Department as 'totaled' by an insurance company. The great majority of vehicles involved in accidents are repaired and returned to use without having anything done to the 'title' at all.
