Previous owner could have tapped off that wire for some gizmo that was removed before sale.... That could explain the condition of the insulation and the corrosion.

Thanks to your previous post on ground locations I have checked all the under hood ones and everything checked out. I will move on to the other ones tomorrow. I appreciate all the help guys!.

All the fuses have checked out, what do you mean switch? I have checked the battery and everything and nobody mentioned anything about the timing chain.

Do you have a code reader and try to see if any stored codes? Can get a cheapy at Walmart $25 or better at Harbour Freight / Northern Tools for $80+ depending on how fancy you want to go.
Any previous codes can help narrow down issues, if the code reader wont connect to the ECM that could be bad to begin with.

if the code reader wont connect to the ECM that could be bad to begin with.
Or the cig lighter fuse is blown.

UPDATE: I was able to find the guy who owned it before the guy i bought it from. He told me the BCM was changed and it needed programming. Other than that everything else works.

Some vehicles have safety switches for "Park" being he disconnected the linkage it may be possible he disconnected the safety switch to tow it if the HHR has one, just wonder why he disconnected the linkage to tow anyways? unless he was afraid to drain the battery with it in neutral and key in? Just my thought from vehicles in the past, if that switch is disconnected it wont start. Hopefully someone can verify if the HHR has one and its location..

Turns out the issue is the BCM was replaced and not flashed. The local dealer is closed because of the pandemic, so I am kind of screwed without a tech 2 I guess. lol
