Missing plug? front passenger inner fender well
Inside the front passenger side inner fender well it appears that I am missing I would guess a rubber plug right behind the plug is the idler for the serpentine pulley? If I am missing it i assum it is a deler part?
here is a picture it is a hole about 2- 3" wide by 1" tall you can see the idler bolt inside the hole

I looked at the parts diagrams and that little plug isn't shown as being available, you might try heading to Home Depot or Lowe's and seeing if you can find an oval hole plug that fits. The plug being gone probably isn't that big of a deal, but I can see in areas like Syracuse where they really lay on the road salt, you could have some corrosion issues with salt spray from the tire hitting the idler assembly.

Hard to tell from the picture but, if that is the hole that many owners THINK draws air into the air/cleaner/filter......I have NEVER seen one covered or plugged.
If it bothers you, you could just clean it well and degrease it then apply a GOOD masking tape over it. But there is probably 500k HHR's that don't have it.

You got me thinking more about this. So, I went out and looked at mine. First thing I noticed is the area in question is ALL gray painted metal. Your's appears to have a tar coat or rust proofing product applied. I bet when the "proofing" was done they put a temporary piece of tape over the hole to prevent over spray into the engine compartment.
