Because the code does not apply to a specific module. Since you did the ground wire crap, I suspect the TCM. Do you have any of these symptoms?

BTW, you are misreading the meaning of the code. Semantics are odd. It does not mean THE control module has an internal fault. It means the ECM has detected an internal fault in a control module, usually the TCM.
Why and when did you do the facebook foolishness?
Look on eBay there used to be a few places that program a used ECM for around $100.

That is not a weld, it is where someone touched the module to the positive terminal. It is probably trashed.

Try these, I have got one that was working and returned it because it wasn't my problem with no issue. Not sure it was this same guy.

That looks like they ran a ground wire to it. You could ground it. It's will not hurt anything.
