Poor in town MPG

I have 1300 miles on mine and drive 100% city. The DIC says avg speed is only 27 mph.... lots of lights.
I calculate my mileage at each fillup. Worst was 22.7 mpg and best 24.2. I'm more than happy with this. I noticed no difference in fuel economy or power between 89 and 93 octane so I'm running 89 now.
I have a 2.4 l 5-speed.
