You know that you can go to any mechanic?

Sounds a lot like you have a dead battery and maybe a bad alternator.

The battery is brand new bought after the car stopped running. And I took off the alternator and had it tested and it's good.

Was this caused by improperly jump starting the car?

I must be misunderstanding.

You paid a Chevrolet Service department $250 to answer a question.
They never looked at the car
You personally replaced the fuse box under the hood and the starter.
I don't know what you mean emc.
What else is missing? Has anybody worked on the car at all?

You are going to need to learn how to use a DVOM and figure out some basic electronics

Okay the Chevy dealership replace the ignition and the shifter and I paid $250 for them to tell me that my starter was bad and fuse block was bad they were going to charge me $2,500 to replace those so I replace them myself when that didn't work I spoke to the guy and he said that my ECM the electronic control module was bad and I asked him I said how did you know that and he said that's the only thing it can be no one else has worked on this car .

Start by checking for 12V at the points mentioned earlier.

Has the power steering ever blown before? It was OK when he parked it, not OK when he restarted?

Check your PM.

Well I decided to look at my ignition area to see if there was something down there may be a loose wire that was causing the car to not start and I noticed that I have to burn wires to the ignition switch I'm wondering if this could be the problem

Autocorrect makes me think you meant 2 burned wire at the key switch?

That is a huge problem. I suspect somebody did some amateur electrical work.
