what is this for?

OK, I had my seat folded down and saw these things behind the seatbelts.... What the heck are they for?

I believe they hook to the shoulder belt and pull it downward so the belt rides on the proper part of the shoulder for shorter people (and kids). On shorter people the shoulder belt has a tendency to ride up onto the neck.

That's a rear seat shoulder belt guide.Used mainly for when there's a child seat in there.The info is in the owner's manual.

Both correct!!

We have a few short folks, young and old, ride in the back of our HHRs and these make the shoulder strap much more comfortable for them.
