That's part of the seat track itself, they are little plastic rails that the seat slides on, probably to reduce friction.
I think you can gently tap it towards the front of the vehicle and it should pop back in place.

That's an insert (don't know the real name) that appears to have slid out of place. There are supposed to be covers on the back of the seat track on both sides that would have probably prevented that from happening.

I agree with the others about it being a plastic insert for the slide rail.
I managed a couple pictures. The first you can see there is a insert on each side(lighter color pieces)

This one shows that the metal sides on the rails have a notch on each side. The plastic inserts appear to be held in place by these notches. The OP's either just slipped loose or maybe the notch part on the plastic is broken.

EDIT.Holy smokes!!!! Flash pictures sure do "exaggerate" the dust and grime. I know under my seats are cleaner than the pictures.

Agree with db and fireman......
It is part of the chair rail. It's a male and female fit. So it must have popped out and after investigating my '06, I DO HAVE the plastic trim cover. It just has a snap leg in front of the illustrated bolt that you lift and the trim cover removes easily.
The pictures posted by fireman illustrate the rail fit, real well. As stated the rail has a male....female fit. Looks like it came apart. Not sure if you would need to remove the seat to repair it properly. BUT I WOULD NOT CUT IT.

Thanks for being patient guys, I just got done tapping it back in with a small body hammer. Went right back in. I'll start looking for the covers to put on, but, thanks for the replies.
