There was a point in time where this looked "wow, what's that" because it was new (actually show cars had them for years before this) and then it got popular, then it got old, then it became a ricer's dream mod........ Now it's just........ [/rant]

In reading sections B & C of the vehicle code I can't find any restriction on non essential/auxiliary lighting unless it flashes or strobes(or exceeds 300 Candela), then you would be in violation of the vehicle code and subject to an equipment violation.
You should be OK with the under car lighting, but don't be too surprised if you're not stopped by the LEO's because of the street racer connotations associated with it.

I posted all the information you would have needed. Lawyers could double as elementary school librarians, I swear, as well since they mostly only READ things to their clients. If you have a problem and aren't breaking code, recite that ORC code number. The cop will leave you alone.
