Seriously though, they look like crap under all the hacked up imports, and they aren't going to look good under an American car either. It's your car though, so have at it.........

There was a point in time where this looked "wow, what's that" because it was new (actually show cars had them for years before this) and then it got popular, then it got old, then it became a ricer's dream mod........ Now it's just........ [/rant]

Yes, so long as the colors don't strobe blue or red or oscillate between them, you are perfectly legal.

In reading sections B & C of the vehicle code I can't find any restriction on non essential/auxiliary lighting unless it flashes or strobes(or exceeds 300 Candela), then you would be in violation of the vehicle code and subject to an equipment violation.

You should be OK with the under car lighting, but don't be too surprised if you're not stopped by the LEO's because of the street racer connotations associated with it.
