Never thought of PAM in the winter, its an old drag racers trick to keep the rubber from sticking to the fenders and in the wheel wells.

 

In all the years I have driven I have packed the wheel wells tights with snow and never had an issue with steering.

Mud flaps is anything just pack some more snow the friction of the wheel going around keeps the clearance.

I guess it could happen if you never turn your wheels and it freezes hard. That last turn in the drive alway keep them cleared enough to cleat the tires.
