Sounds about right. Plan to keep it for a while if you don't want to take a beating on the resale.
If you are a short term owner and are not so particular, you can get an '09 with under 5k mi and save at least 5 grand (with the factory warrantee).

I'm assuming since you posted this in the SS forum that the car in question is an SS. My SS is essentially the same car (09, Victory Red, Premium Sound is the only option). I picked it up for $20,000 out-the-door (TTL, dealer fees, everything) including $4,500 C4C rebate. That was six months ago, so $23,500 might be a little high if it doesn't include everything. I would try offering them $23,500 out-the-door and see if they'll bite.

Had pin striping, that stupid sealer stuff for the paint (which some people say is good and others don't) and something else (can't remember offhand). Bumped the total a little over 29k for the price of the car, the actual price was 27,415 without the dealer installed crap. The dealer installed stuff came on a different piece of paper. I didn't ask for any of the dealer installed stuff, just what was with the HHR SS when I got it.
