No, the current Impala will continue in production for a few months, then the 2014's will be phased in for sale to the public. Automakers are allowed to sell cars for up to 18 months without changing the model year, that's why there are no 1983 Corvette's, production went right from the '82's to the redesigned '84's.
The Caprice is only available for now as a police vehicle, it may be released in a snazzier limited production civilian model, but the demand for it is deemed to be low in GM's thinking due to increased fuel costs. Plus the Caprice is built in Australia by Holden, so its expensive to ship to the U.S., and GM would rather have folks buying Corvette engined Cadillac's instead of less profitable Chevy's.

I do not see a V8 option. Are you thinking that to have 303hp theu must be using a V8? From that article, they use the Ecotec 2.4L 4cyl with the addition of that new electric assist, a NEW Ecotec 2.5L 4cyl and a 303hp V6 3.6L which is the same motor that is in the V6 Camaro.
