I really wouldn't worry too much about this. The tests (if approved and implemented) will have an effect, yes. But the percentage of HiPo cars on the market vs. economy cars is very small. They use the word proliferation. Maybe. Then again the car mags tend to overemphasize them because they are cool. This guy's background is with one of those mags, so his view is very slanted and unrealistic. He may carry some influence at first, but eventually his ideas will be drowned out by common sense.

The reality is that acceleration in any car, performance or not, uses the most gas and emits the most noxious gases.

BINGO !!! I didn't want to spell this out and was waiting for someone to mention it.

Acceleration, ESPECIALLY AT WOT, causes the most amount of emission and the least amount of mileage. Which ultimately will influence the results of the entire vehicle line. The end result.........a hybrid 1 liter engine with electric back up (or the other way around).

Although my first reaction is "welcome to the new world comrade" my afterthought is that engineers are really good at maximizing performance and efficiency within the rules. I have been around long enough to have been through the doom and gloom predictions in the 1970's that we would never again see a high performance car due to draconian emission requirements. Yet we have cars like Z06 Corvettes that are highly efficient fast and clean. I have no doubt that we will continue to have great cars available long into the future.
