This may be off topic a little, but aren't most/all cars made for Mexico lacking many of the safety and emissions features required here in the States?

That's partly true. However, since the Tornado is used in other countries and not just in Mexico, it would probably have the better emissions and safety standards the other nations use (i.e. Brazil), should it make it here to the U.S. Also, it's based on a model which already meets European standards, the Opel Corsa, and the Euro standards tend to be a little higher.
