Yes, when I bought my used 2009 HHR LT last month, it rattled. They did not fix it before I picked it up. After I took it in and they replaced the Steering column. The mechanic said that it was not only noise, but a steering stability problem. Fixed under warranty.

I know this is an old thread, but I'm a long time lurker first time poster.
My '08 HHR has been having power steering problems that are getting progressively worse. It started about 4 months ago with my power steering reverting to manual for the entirety of the drive. Although inconvenient I have been able to deal with this. The issue for me is that now it flips "on/off" while i'm driving. It makes turning onto a road very difficult since it will be "on" when I turn, mid turn "off" and then "on" again before I can straighten out the wheel. I've narrowly avoided several accidents because of this.
I am just now over 46k and I took it to the dealer just as I was at around 43. They couldn't find anything wrong because it seems to happen randomly.
If anyone has any insight/suggestions I would greatly appreciate it.

I know this isn't very helpful to you, but if you have anything replaced or worked on SAVE YOUR RECEIPTS! If they do recall it down the road (which I assume they will since it's a known issue on other cars with the same motor, and it's been recalled in Canada) they will refund your money if you show receipt that you paid to have it fixed, or bought parts to fix it.

Usually an intermittent electrical problem is a loose connection.....SOMEPLACE.......fuse, circuit breaker, wire to post, wire to wire?

The letter I received said the problem is due to an overheated power steering motor. They are offering free replacement, even if the problem hasnt shown itself yet. I cant imagine why it shouldnt be the same in the US.
And for the rattling column, there is a bulletin on it.
So theres no excuse for a dealer not knowing all about these issues.
