Rednecks are universal, even though some folks think they are concentrated here in the South, some of the more adventurous tribes of "Redneckus Ancientus" migrated to the Netherlands during the last ice age.

It reminded me of an old movie (name escapes me with a senior moment).
Teens sneak up behind a police car with 2 uniforms sitting in it eating donuts and drinking coffee (what else). They chain the rear axle of the police car to an unmovable object and have their friends go racing by to set the cops in action. They start up, turn the overheads on and go racing after the speeding violator....only about 10-15 feet....pulling the rear end completely out of the rear of the car.....overhead still illuminated.
