I just got to call the police...
...let me preface this by saying I don't live in the best neighborhood.
Anyways, when I got home from work at about 10:15 tonight there was a guy picking through the garbage pile at the corner of my lot (about 3 spaces from my parking spot.) He told me he found some cool stuff, whatever. He was obviously flying on something.
Fast forward to right now, 4:40am. I woke up about 10 minutes ago to some rustling and other noise, so I went out on my balcony to see what's up. The same guy is back, this time tearing open trash bags and throwing garbage around. Considering that a) He's disturbing the area (I saw other people's lights come on and people head to the windows, and b) He's about 10 feet from Grimm, I figured it was time to call the non-emergency police number.
Cruiser is on it's way to probably take this guy to an overnight lockup.
At least I have insurance if something goes awry

So the cops show up and tell the guy to clean up. Keep in mind by this point he'd already torn and dumped about 8 full bags of trash. The guy spent the next 90 minutes (I was awake for the whole thing, watching from my balcony) taking every scrap of garbage and throwing it into this huge 4 foot tall pile in the bushes. That thing is going to SMELL when I go out to the car this morning.

I don't know the laws in Canada but down here, once trash is put at the curbside, it's government property. People have been arrested for removing items others had put out as trash.
Maybe you need a law like that up there? I can sympathize with your problems regarding the neighborhood. I don't speak the language any more around here!
