Not much to elaborate on...if dood is out of bidness, then it might be hard for her to get anything out of them. Just a crappy situ that will most likely net a pain in the posterior. Best case sceanario, she gets out from under the current truck/loan/issue and can start over fresh.

Smoothhr-the investigation that's been opened is to get people money back for titles and vehicles they don't "own" maybe with salvage titles.. idk. We'll find out more from the BMV.

I don't remember seeing it in this post so I'll add in. I know in NY State if you have a loan on a vehicle you still receive a title but it states "lien" (fancy way of saying "temp ownership of person till loan is paid off". The "lien holder" still should have to release the title and not hold it hostage. When the vehicle is paid off, the "new permanent owner" which is what you are after the loan is paid, would have to get a letter from the lender "lien holder" stating the loan is paid in full. That letter then goes to motor vehicle and the title is amended, a new one sent, and the word "lien" is removed.

It looks like she can have the "lien holder" by the b--ls legally, unfortunately the car dealer no matter how nice they are will get sucked up into being liable for part of this mess.

According to the Ohio BMV invesitgator, she is to get a title for it and potentially what's been paid that was pocketed.

How do I record a lien on a motor vehicle?

The Clerk of Courts Title Office will require an application for title to record a lien. Once the application is filled out with the lien information added, and surrender of the owner's title, a new title will be issued to the lienholder. The title owner will receive a memorandum title for registration and plating purposes. The BMV 3774 application for title is available online in the forms area.

I purchased my vehicle from an in-state or out-of-state resident and do not have a title. I submitted my evidence to the BMV and still could not get a title. What else can I do?

Contact the Title and Vehicle Information Services, at 614-752-7671 for a denial letter. You may need to seek legal advice for a possible court order title through the Court of Common Pleas (directing the clerk to issue a certificate of title per Ohio Revised Code, Section 4505.10).
