All these fines do add up to money for the state. A fine, ticket, even jail time has not detered people from drinking and driving nor will it deter people from drinking a pop, smoking a cigarette, or eating. Yeah, I can just see patrol officers not drinking coffee all day. And dispatch better make sure that they have pulled over before calling them on the radio. Some people lack common sense and if it isn't one of these things that would contribute to them getting in an accident it would be something else.

When I saw that box on a friends ticket, I thought it was "Driving While DUMB".

Chicago ( but not IL.) has a no celphone ordinance, I can`t say it`s had any effect on the drivers I see.
A celphone is a different type of distraction, it requires you to concentrate on the caller, while overcoming the surrounding car/traffic noises, and answer back, which tends to take your focus away from the more important thing you`re doing, DRIVING.
When you`re talking to someone in the veh. you`re under the same noise conditions and your voice level is adjusted accordingly, heck I can barely hear my cel in a quiet room.
The ordinance has a special penalty added to it if an accident is PROVEN to be the result of a celphone being used... of course thats "after" an accident.

As long as they are banning other driver distractions, ban the fart-can exhaust pipes and all the 1980s Honda Civics with them.
