It's like this: if you are going to drive a vehicle in a careless and imprudent manner that places the safety of other drivers and passengers on the road in extreme danger of serious physical injury or death, then you should lose the privilege to operate a motor vehicle on public roads. If you cause the serious physical injury or death of another because of your careless or imprudent operation, you should go to jail.

PUBLIC ROADS ARE NOT RACETRACKS. If a community wants to sanction a roadway for a day of racing, great. Otherwise, keep it off the streets.
