HHR heater stays on high

I have a 2009 HHR. The heater often stays on high even when the air conditioner is on. Is this the heater control panel or possibly something else? Any input is a appreciated

Remove the hvac module and look for burnt connections in behind. Pull the waterfall panel and remove the 7mm screws
