I doubt an SS was a rental car, but you did say it’s a 2008, the RCDLR could need a reflash for the RVS fob to communicate

Chimes come from the radio; if an after market radio was installed without a GMLAN module they will be absent. Otherwise suspect bad door speakers.
ALL HHRs have fob locking doors. The locksmith is not correct (self edit, I was thinking much stronger words).
The VIN has nothing to do with the fob. Some after market fobs, mostly the ones with a LED on the circuit board don't work right. Exactly what fobs did she buy? You can buy a replacement fob kit that includes a "black box" for self programming. Yes you can only have a max of 4 fobs at any one time, but there are 4 reprogrammable slots.
The BCM has nothing to do with the fob, a 2008 model may need to have the RCDLR firmware updated, That means a trip to a GM dealer and $.
