I went to Lowe's and bought a garage door lock handle (54511) for $9.00. I disasembled the handle removing the mounting plate and the square shaft leaving the handle and lock cylinder. I cross drilled the handle with a 5/32" bit to accept a 1/8" hairpin. I just pushed the handle through the existing grommet that the wiper arm went through. I slipped a 1/2" id washer over the shaft on the inside and then inserted the hairpin.

With the lock cylinder in place it looks so real that people that are not familiar with the HHR keep trying to open the tailgate with it.
