As long as it is less than 15 years old and less than 150,000 miles it's covered. After that it's not.

just wanted to patch this up for other people that may fall into this problem.

#1 thank all of you for having this knowledge.

#2 I took it to a chevy dealer and they did in fact agree that the update had not been done since the said vehicle had never been through an emissioned state in the 4 years of its existence.

so to no avail... the conclusion...

dropped it off and poof 6 hours later picked her up from the dealer, went straight to the inspection station and POOF!

PASSED!!!!

I printed that bulletin out just in case I need it down the road. My VIN is in that range.
