12v power outlets not working

Have a 2010 HHR LT and the 12v power outlets are not working, fuses have been checked and confirmed to be good, took a volt/ohm meter to the plug at the front power power @ dash and getting a fluctuating reading of 0-8v coming up and down repeating. I have never seen voltage readings doing this before.

Does anyone know what I can do next to diagnose or know what might be causing this problem????

The front one is connected to the OBD port. The rear seat is on another circuit by itself. They are not connected. Fuses #29 & #30 under hood.

Do you have something plugged into the OBD port?

Code reader works fine on the obd port, but i do not have anything plugged in constant on the obd port, but both power outlets have that fluctuation 0-8v and won't power anything

I've checked both fuses and circuits for the outlets, they both do exactly the same thing with fluctuation from 0-8v at the plug.

Somebody in the wabac machine may have added something, but the only thing in common is the fuses are next to each other in the fuse box, from the factory.

Ok, so there is nothing in the circuit like bcm or anything that could have an effect on power? Just battery, fuse box, then outlet?

I have never tapped into the circuit for anything else, this is a pert much pristine car, these plugs just stopped working one day and now I'm trying to figure out why?

You can order new power recepticals, change them, maybe they are damaged

They are always hot with no intervention from anything. You are the only owner? Nobody ever spliced a wire? No add ons? Original sound system? What have you been using them for? Anybody ever think they were cig lighter outlets? Fresh battery in your VOM? Anyone add fog lights etc.

Yes the vehicle is 1 owner (mothers car), I have done all maintenance and everything is stock, no splicing, no add-ons, and yes batteries are new in meter.

Could a faulty ground be causing jumping voltage???

Yes, but they are grounded in different spots. G301 is under the driver seat. G203 is on the driver side kick panel.

A loose ground terminal or corroded will cause problems
