Solution was right in front of my EYES!
A RADIO normally has lots of voltages and reserve power, so close to the dash storage box too. Found my radio supplied 5VDC and it didn’t charge my cell phone; found 8VDC, it didn’t work either, but 8.5VDC did work. AND the radio & CD still works.
Turns out the Specifications on the Cell phone's AC power adapter lies. Yes, it is “rated” 5VDC only after first supplying 9VDC to the phone, there after the voltage fluctuates. Turns out this AC adapter is smart.
