BCM Issues?

BCM Issues?
I drive a 2006 HHR LT. A few years ago, it started having this weird problem that starts like this:
-the power steering light appears
-the gas gauge starts fluctuating up and down
-the speedmoeter starts fluctuating up and down
-the gear shift starts clicking
-the written / digital spot on the dash where you can look at mileage and exterior temperature goes "-----"
-the engine revs even in park
Usually, I can drive it for five minutes and then turn it off for about 10 and it's fine. Sometimes, it will do it for longer and I have to unplug the battery for 30 minutes and reset the car and it's ok. Sometimes neither of these work. I have take it to two mechanics (neither chevy dealers or certifie service stations) on 3 different occasions and they check and clear the codes and say nothing is wrong with it. I have been charged over 700 for that conglomerately. In reading a bunch of forums and chats like this, someone said it could be the BCM, but if I replace it, I have to take it to the dealership to reprogram it. I was wondering if anyone else has experienced this problem, or something similar?

First thing to try is tighten the 4 bolts (7mm) inside the underhood fuse block. I mean tight. Really tight. Then push all the fuses and relays to make sure that they are seated properly.
Second is to have the battery load tested. Chain auto parts stores will do this for free.
