Does the starter motor turn.
Is there any clicking and whirring?

That means : "can you hear clicking sounds (solenoid) and/or the sound of a motor running?" i.e.: is the motor getting 12VDC?

How did you test
all the fuses and relays
.

Has anyone messed with the OnStar module, if it is OnStar equipped?

Service advisers are not mechanics, they may have never owned a wrench. Don't expect their advice to be helpful.

Here's a simple one. Have you tried another key ? Maybe the antitheft module is not recognizing the one your'e using.

Also. What about trying remote start ?

I was not asking about clicking under the dash, I was asking about the starter solenoid!

This is way too difficult! Sorry, I can not help any more.

OK. Then guessing you have a 5 speed since the autos came with remote start. Maybe a clutch pedal position sensor problem ?

I searched for starter circuit wiring diagrams but didn't find anything useful.

I assume that the ignition switch and neutral safety switch work through the computer which then controls the starter via a relay that would be fused. The cover should list what each fuse and relay is for and you could try swapping one relay for another.
