Car wont start but everything else works

It's time to start checking voltage. You can do some simple test with a 12 volt test light.
Some time ago we had a member that a no crank condition after hooking up his battery backwards.
On his car it burned a fuse link down by the starter. The hard part about finding the problem is that the wiring diagram did not show a fuse link down there even though it did exist.
Start by checking to see if your test light will light at the starter connections both the battery and the start wire while someone turns the key.
If you don't get the test light to light then work backwards until you find the problem.
Keep us posted with your findings and we will help guide you to ware to look next.
There was also a member in the past that the problem was inside the under hood fuse box so make sure the bolts are tight that hold the box together.

BTW: I had a happy ending to mine... After replacing my original (7+ year old) battery, checking what I could in my workplace parking lot (on a 95 degree day), I took advantage of my insurance roadside/towing policy and resumed testing in the comfort of my own garage!
I checked/swapped the relays under the hood, found the grounds very corroded from central NY winters! Removing and cleaning every questionable connection and it still didn't do the trick. I found that little starter which had a couple even worse connections on it! Being down close to the disgusting road salt and everything else had to be why this was not working anymore... Cleaned them up and got voltage there... but it wasn't over!
After looking how the starter was only on with 2 bolts, I took the starter off and used my old battery (now fully charged as a shop spare) and confirmed the solenoid was not even trying to "click" into action. The starter motor did spin going directly to the terminals, but the solenoid is not sold separately. Just as well, the starter looked like a 100 year old ship's anchor!
$109 + tax. Remember to take in your old one for the core charge. It was another $30 core until I could get it back...

When I purchased the wife's 08 SS back in April it had no key fob. I checked the RPO codes and noticed it did indeed come with remote start. As you can see from my Project Overboard thread, the last place I will venture is the dealer. Unfortunately, I do not own TechII scanner so I needed to have my new fob programed at my local chevy dealer. It turns out my car never had the recall done on the ignition switch. They did it for nothing and it only took about an hour.
So if you'd like to check and see if your recall has been done. Giving your local dealer a vin over the phone is all you should need to do.
Hope that helps.
On a side note, I love electrical nightmares, I build tunnel boring machines for a living!
