Cooling fan not turning off issue

The only scenario I can imagine is the fan pulling so much current that the relay can't release but the fuse would blow well before that. When I have time (never) I will probe the signal coming from the ECM to confirm that it keeps the relay closed and it's not some other gremlin at work.

I drove the HHR to work today, It's 57F ambient and the highest temp was 194F in a few minutes of stop and go traffic. I even pulled over to make sure the fan was not running and throwing me off. On the freeway it stayed under 180F the whole time even at SPEED and full throttle (don't want to give away too much :-D). It's going to be overcast for the rest of the week but it looks like we will dip into the 90's next week. That will tell more.
EDIT: I did mark the coolant level yesterday. When the engine is cold I'll check if it moved.

Something is still wrong if it gets BELOW 180F. Maybe 179 for errors.
The fluid level in the bottle should vary. When hot it should be higher than in the morning cold. BTW, the cold fill line is all the way down at the bulge.

The water level dropped in the reservoir and there is no air under the cap. I think the level is about an inch higher compared to your mark right now.
Truth right there! I think I can say that there is very little air left in the system now. Even the waterfall stopped in the heater core.
UPDATE:
I was gonna take the car to the dealer on Friday but I ended up not having time for it. Now I'm glad I didn't throw out $300 for it.
Today I discovered that if the coolant reaches 217F and the fan turns on it won't turn off until the car starts to move! Obviously that didn't happen during my test as the car was jacked up. So I'm hereby officially reporting that this entire thread was almost a complete waste of time. But at least hopefully at some point it will help someone who's freaking about the fact that the fan won't turn off.
Thank you very much for all the help! I really appreciate it! I do have an idea how I'm gonna pay it back but I need to take trip to the dealer's parts department first.
