If that does not work, then whatever is broken must get fixed or scrap the car. It won't pass inspection without it.
I have no idea about Germany I guess it is similar, in the US any factory installed safety equipment must be operational. For instance; the third brake light on a pick up truck must work even if it is not visible because a camper shell is installed.

California cares more about trees than people. Why worry about people driving around with bad brakes as long as they aren't spewing hydrocarbons.

Well, I finally passed the inspection. But here's the kicker: TPMS is mandatory from 2014 on. Mine's 2009. So I don't need it. But since it is installed, it needs to work. But if it works, it's against the law, because it uses NATO frequencies (reimport). Even the guy at the inspection was puzzled and passed my car. Thanks again for all your help again and greetings from Germanistan.

If that is true your Remote Door Lock and Remote Start Fob is illegal. Same frequency, same receiver more range. I can't find any prohibition against the 315 frequencies in Europe, just that most use a 433mhz or 868mhz In fact, anything below 8300 mhz is unallocated in the EU. I think signal strength might be an issue with some broadcast, the range of the TPMS is only several yards. Why it would not be illegal in the US I don't understand; the US is a member of NATO with the harmonized RF frequencies; The NJFA Treaty covers NATO RF frequencies..
How did the car get imported? I'm sure they added the spotlight in the rear, messed with the headlights and tail lights
